Abstractaffected the state policy in general. Most attempts at resolving the problem have been thwarted since the Ottomans introduced the Land Law of 1858 and applied it late in Iraq during the reign of the wali Medhat Pasha (1869-1872). In 1871, as part of its reforms, after it was adopted mainly on the law issued, based on two principles of land ownership (conquest and neighborhoods), which constitute the diagnosis of the princely lands, and make them at the disposal of the prince as he wishes according to the principle of conquest.
