AbstractThe constitutions differ in their treatment of human rights according to the differences in the social, economical and political conditions, according to the differences in the social, economical and political conditions, which these constitutions are found in the time of these conditions. And according to the differences of the ideologies and the intellectual faiths that they believed in them, so they were made depending on them. The civilian and political rights are considered to by basic rights which were adopted by the most according to the system's democracy or system's dictator ship.
It is the source of all the legal activities that determine the political, social and economic philosophy of the state, and according to this respect for the constitution, the legal system in the state is linked to constitutional rules in a way that would prevent Any authority to exercise powers other than the competencies specified by the Constitution, and as our study revolves around the practical and realistic application of the Constitution of Iraq 1925-2005.
